Uldis is a Director of Development at the National Library of Latvia, where he is responsible for supporting Latvian library sector and developing the National Digital Library. He is also a member of Europeana Network Association Management Board and Europeana Foundation Governing Board, as well as member of European Bureau of Library, Information and Documentation Associations (EBLIDA) Executive Committee.
A librarian by education, he has a vast experience in digital media products and services – before joining the library in 2009, he worked for a number of online media companies, and was responsible for business development at the Latvian national news agency LETA.
His area of professional expertise includes digitization of cultural heritage and digital cultural services, strategy setting, cultural policy issues, impact assessment and copyright. As an expert in copyright, he has been a member of International Federation of Library Associations and Institutions (IFLA) Committee on Copyright and other Legal Matters and EBLIDA Expert Group on Information Law.
